Madison mayor Paul Soglin recently directed city department heads to limit capital expenditure proposals to only crucial projects. But true to uber-liberal form, city bureaucrats are still bent on pursuing a municipal broadband network that could cost taxpayers north of $100 million. In one of the most digitally connected cities in the country, a city-owned broadband network hardly seems like a crucial project.
